A good rule of thumb for public transportation in San Diego is that if you are staying in or near Downtown San Diego/Balboa Park/Old Town or the beach communities of Pacific Beach, Pt. Loma or La Jolla, you can probably get away without having a car as long as you have time to spare getting around.
